影響醫院二次裝修工程成本因素之探討

Abstract

全民健保實施後，醫療市場競爭激烈，如何提升醫療品質以提高病患的滿意度是醫療機構所需面對的挑戰，醫療品質是由顧客來衡量的，所以重視顧客對醫療品質感受是重要的。醫院工程單位雖非直接之隸屬醫療事務一環，但其影響力在醫院結構服務品質要素中，佔了約20%~30%。因此良好的施工品質所完成的軟硬體醫療設備是優良醫療品質之必要條件。若施工品質之優點能加以維持，缺點及不足的部分進行檢討及改善的動作，會使醫院整體的經營績效以及服務品質的改善會有相當程度的提升。然而醫院二次裝修工程經費有限，如何在有限的預算經費中，有效率控制成本並順利完成滿足院方使用單位需求的裝修工作，是醫院工務單位的最終目標。但醫院二次裝修工作因法令規定及科室需求不同而與一般裝修工程有不同的成本影響因素，這些影響因素隨著施工方式、時間、及工程類型的不同而有不同程度的影響，故本研究歸納醫院二次裝修工程與一般裝修工程的差異影響因素進行探討與分析，並透過醫院已裝修完成實際案例資料，針對(一) 醫療設施標準與建築裝修法令差異分析與(二)藉由案例找出醫院二次裝修工程與一般裝修工程差異影響因素等二方面，找出影響醫院二次裝修工程成本因素，加以分析檢討，歸納知識經驗以利後續有醫院裝修相關作業的參考。

After the implementation of National Health Insurance and intense competition of medical market, how to improve medical treatment quality to better the degree of satisfaction for patients is what a challenge all medical organizations must face. Because patients judge the medical qualities, it is very important to emphasize on how the patients feel with the medical qualities. Hospital Engineering Departments accounts for twenty to thirty percent on the element of hospital structure service quality despite them were indirectly subjected to medical affairs. Therefore, well-structured medical facilities are prerequisites to provide superior medical care. With the continuances of well-structured quality, periodically review and improvement on the shortcomings, it will totally advance the management performance of hospital and the improvement of service quality in considerably progress. As the result, how to control construction costs effectively and to satisfy with several departments during the process of structure, which with limited funds, is the ultimate objective of Hospital Engineering Departments. Secondary process of structures will affect structure costs which will change with different ways, durations and types of structure as to the regulations of governmental laws and demands from different departments. The research investigated into structured hospital practices from Secondary process of structures and ordinary process of structures in hospitals to focus on (1)Difference analyses between standard of medical facilities and legal requirements of architecture building and, (2) Factors affect the costs of Secondary process of constructions.
